Interaction with the Principal Secretary, Housing & Urban Development – 14 July 2026

The Mohali IT City IT Companies Association (MITCA) held an interactive meeting with Mr. Vikas Garg, IAS, Principal Secretary, Housing & Urban Development, Government of Punjab, at GMADA, Mohali, on 14 July 2026. Senior officials from GMADA and Invest Punjab also attended.

The key issue discussed was the retrospective levy of Extraordinary Land Enhancement Charges of ₹7,845 per sq. yd. on industries and institutions in IT City, Mohali. The Association highlighted that the demand could translate into an immediate liability of approximately ₹3.8 crore per acre, with the potential to increase further based on the final enhancement.

MITCA requested that statutory approvals, including building plans, PCCs and OCs, should not be linked to payment of enhancement charges, as this could adversely impact ongoing projects and future investment.

The Principal Secretary stated that the enhancement charges could not be completely waived, given the Government’s expenditure on land acquisition and infrastructure. However, he indicated that a suitable mechanism would be developed to ensure statutory approvals are not directly linked to payment of enhancement charges. He also clarified that auction allottees would not be liable for enhancement charges, as per the applicable allotment terms.

Mr. Jitin Talwar, Vice President; Mr. Satinder Singh Bedi, General Secretaryand Mr. Surinder Sharma, Governing Council Member, represented the Association leadership during the meeting.

The Association welcomed the Government’s assurance and reiterated that the issues may be considered in the larger interest of industrial growth, employment generation and investment in Punjab.

Representatives from Vertex Infosoft Solutions Ltd., Drish Infotech, One BCG Consulting Group, 42Works Info Solutions Pvt. Ltd., Outline Systems India Pvt. Ltd., i-Mark Infotech, and Plaksha University attended the meeting. Ms. Rimneet Kaur, Executive Director, MITCA, represented the Association Secretariat.
